Drug precursors
Drug precursors are chemicals used in the illicit production of narcotic drugs and psychotropic substances.
Operators involved in the production, manufacture, processing or storage of scheduled substances
- of category 1, shall:
- apply for a Licence for the Exercise of the Activity to the Directorate General for Economic Activities (DGAE)
- report the annual activity to DGAE
- of category 2, shall:
- request the Operator Registry to DGAE
- report the annual activity to DGAE
- of category 3, shall:
- report the annual activity to DGAE.

Activity monitoring
Operators in categories 1, 2 and 3 must notify DGAE of the quantities produced, manufactured, processed or stored, their use in the previous year and the forecast for the following year.
Deadlines to be met
The annual activity shall be reported to DGAE by the operators in categories 1, 2 and 3 by 31 March of the year following that in which the quantities were reported.
