Get Clean & Safe seal - food and beverages

The ‘Clean & Safe’ seal provides recognition for food and drink establishments that meet an exceptional set of health standards. The seal is free of charge and is valid for 2 years.

To obtain this seal, the representative or manager of the establishment will need to submit the ‘Clean & Safe’ declaration via the ePortugal portal.

By submitting the declaration, you are automatically signed up to the Clean & Safe scheme. You will receive the seal by email and can display it on the establishment’s physical premises, and on its advertising and sales channels and platforms.

Documentos and requirements

When filling in the form, you will need to provide the following details:

  • identity of the requester,
  • identity of the owner of the establishment,
  • Portuguese Classification of Economic Activities (CAE) code,
  • type of establishment or business.

If the notification is requested by a representative of the owner of the establishment, the representative must enter the online proxy consultation code or upload the proxy form in PDF format.

Procedure

Sending the prior notification declaration

  • Click on the ‘access the service’ button.
  • Confirm your identity using one of the following means of electronic identification: Digital Mobile Key, Citizen Card or Digital Certificate.
  • Complete the online form (declaration of commitment).
  • If you are a representative of the owner, you must either enter the online proxy consultation code or upload the proxy form in PDF format.
  • Submit your application.
  • The declaration is sent to the DGAE (Directorate-General for Economic Activities).

Receiving the Clean & Safe seal

Once you have submitted the declaration, you will automatically receive an email notifying you that you are signed up to the scheme and including the logo you can use.

Details of the establishment will automatically be published on the Portugal Clean & Safe platform and the DGAE website, together with a list of the requirements the establishment has declared it meets.

Turismo de Portugal will be able to use the email address of the establishment’s representative to send communications in connection with the ‘Clean & Safe’ seal scheme.

Time of issue/decision

No decision is needed, there are no deadlines. You will receive the seal by email immediately after submitting the declaration.

Validity

The seal is valid until 14 June 2024.

Obligations

The establishment must commit, as a public health and safety agent, to take into consideration the well-being of its staff and customers in the following crisis situations falling under the scope of the ‘Clean & Safe’ 2022 seal:

  • public health – pandemics (COVID?19 or other), heat waves;
  • extreme phenomena and collective risks – rural fires, earthquakes, tsunamis and floods;
  • international constraints – cybersecurity issues and refugee situations.

The establishment must also ensure:

  • compliance with the mitigation and emergency measures taken to prevent the spread of COVID?19, updated according to the evolution of the pandemic, which are set out in Annex I (PDF) to the declaration of adherence;
  • preparation of ‘Clean & Safe’ action plans for the crisis situations covered, specifically implementing mitigation measures and good practices, in particular those identified in the drafts made available;
  • in a crisis situation, implementation of the emergency measures in the respective action plans;
  • where possible, frequent ‘Clean & Safe’ training on the subjects covered and made available by Turismo de Portugal through the Digital Academy;
  • provision of any information requested by Turismo de Portugal or its partners within the scope of the ‘Clean & Safe’ seal during audits.

Legislation, refusals, contests, claims

Reasons for refusal

  • Adherence to the scheme is voluntary, and the requirements indicated on the form must be met.
  • Turismo de Portugal, in conjunction with its partners in the ‘Clean & Safe’ project, carries out audits of the signed-up entities to verify their compliance with the requirements associated with the seal.
  • The audits take place at random or following a complaint or negative review from customers of the establishment through the Portugal Clean & Safe platform. If it is ascertained that the requirements are not being met, the establishment may have its seal withdrawn.
