Fire safety in buildings – Requesting for the amendment of information relating to training measures

You can use this service to request to have information amended for fire safety in buildings (segurança contra incêndio em edifícios – SCIE) training measures recognised by the National Authority for Emergencies and Civil Protection (ANEPC).

The following information can be amended:

  • training coordinator
  • trainers
  • training content
  • class hours
  • course syllabus
  • address of the training entity
  • contact details of the training entity
  • other.

The following types of training are recognised:

  • training of municipal technicians (risk category 1)
  • training of technical authors of self-protection projects and measures.

Documentos and requirements

Certain documents must be annexed to the amendment request form. Check the documents that need to be presented, depending on the type of amendment that you are requesting:

Training of municipal technicians (risk category 1)

  • Changing the training coordinator
    • Proof of a higher education academic qualification, obtained in Portugal or abroad with due equivalence, corresponding to one of the following academic degrees: bachelor’s, master’s or doctorate, obtained before or after the Bologna Process;
    • Proof of 5 years’ experience in roles involving training management and organisation techniques, or at least 100 hours of training in management and organisation of training and teaching (initial training or ongoing training in the teaching field).
  • Changing trainers
    • Certificate of Teaching Skills (CCP) issued by the Institute of Employment and Professional Training (IEFP);
    • Document attesting to at least 5 years of professional experience in fire safety in buildings (drawing up or evaluating self-protection projects or measures relating to buildings or areas in risk category 2, 3 or 4).

Training of technical authors of self-protection projects and projects

  • Changing trainers
    • Document attesting to having prepared technical works and scientific publications on subjects related to the content of the modules of the training measure.
    • Document attesting to having drawn up at least five fire safety projects for buildings in risk category 3 or 4 approved in the last 5 years (together with a copy of the notifications and terms of responsibility identifying the approved project).
    • Document attesting to having taught at least 100 hours of training on the content of the intended modules since the entry into force of the current legal framework governing fire safety in buildings (please attach corroborating declarations from the relevant entities, indicating the dates and the number of hours of training administered).
    • Document attesting to a least 5 years’ experience in analysing fire safety projects for buildings in risk categories 3 and 4 since the entry into force of the current legal framework governing fire safety in buildings (please attach a declaration from the entity).
    • CV (including a description of training or professional experience)
    • Certificate of Teaching Skills (CCP).

Procedure

You will need to authenticate using one of the following methods:

Examination of the request

  • After receiving the request, the ANEPC will designate a technician to carry out the procedural formalities.
  • If, during the technical analysis, it emerges that the initial request needs to be corrected or that clarifications, information, attached documents or any other additional elements are required, the requester will be asked to provide a correction or clarifications.
  • Once the applicant has responded by the deadline established by the technician in charge, the examination of the request can proceed (the deadline for making the final decision is suspended until the expiry of the deadline for receiving the information or documents requested).
  • If the decision is favourable, the applicant is notified.
  • If the decision is unfavourable, the applicant is notified at a hearing of the parties concerned, following which additional steps may be taken, either automatically or at the request of one of the parties.
  • After the hearing of the parties, with or without the parties’ responses, and after any supplementary steps have been taken, the final decision is communicated to the applicant.

Time of issue/decision

The ANEPC will issue a decision within 60 working days.

Free of charge.

Validity

The recognition is valid for as long as the conditions justifying its approval remain unchanged.

Reasons for refusal

  • Application/notification filed incorrectly: failure to complete one or more fields on the form which, in the case of mandatory fields, prevents the submission of the application/notification.
  • Unclear application/notification: a lack of information that prevents the proper assessment of the application/notification, as a result of the way in which it is written or erasures.
  • Application/notification submitted by someone not authorised to act: the person concerned does not have the legal capacity to submit the application/notification, or the application/notification has been submitted anonymously.
  • Failure to comply with technical requirements: failure to comply, in whole or in part, with any of the technical requirements under the law and/or regulations.

Means of opposition/Complaint to the Ombudsman

Appeal to a higher body or to a supervisory body.
