Ukraine: Information for Portuguese Citizens

Given the conflict in Ukraine, the Portuguese government has made available several aid programmes and services for Portuguese citizens who are on the ground or moving to Portugal.

Services related to documents and certificates

The Ministry of Justice has adopted special measures to support Portuguese citizens and their relatives in Ukraine to solve situations related to national documents and certificates.

On the Justice portal page about the special measures, you will find information about several services, such as:

  • Request the Citizen's Card
  • Applying for a Passport
  • Registering a child
  • Registering a marriage
  • Requesting Portuguese Nationality
  • Registering the death of a relative
  • Services for businesses (starting a business, opening a branch, regularizing a company).

For information and clarifications about documents and registrations, contact the Registration Line, on 211 950 500, workdays, from 9am to 5pm.

The Institute of Registration and Notary Affairs (IRN) also has two branches in Lisbon and two in Porto, for service dedicated to matters of Portuguese and Ukrainian citizens. See the addresses on the Justice portal.

Emergency Consular Contacts

On the portal of the Portuguese Communities, the Ministry of Foreign Affairs (MNE) provides updated information about the situation in Ukrainian cities and the active crossing points at the Ukrainian borders with Poland and Romania.

It also provides the contacts of the Portuguese embassies in Warsaw (Poland), Bucharest (Romania), Bratislava (Slovakia) and Budapest (Hungary).

You can also contact the Consular Emergency Office (GEC), which provides support, in emergency situations, to Portuguese citizens abroad, through the following means:

The GEC is available 24 hours a day, 7 days a week.

You can also ask for help to leave Ukraine using the contact form, available on the "Portugal for Ukraine" portal. This portal centralizes all ongoing actions and measures related to the conflict in Ukraine and directs your request for help to the entity that will respond to your situation.
