Identifying that it is essential to simplify and make the citizens' journey through countless digital services provided by the State make more efficient and pleasant, the Agência para a Modernização Administrativa, I.P. [Administrative Modernization Agency], in collaboration with the National Institute for Rehabilitation created the Usability and Accessibility Seal, which identifies and distinguishes the application of usability and accessibility best practices in websites and applications, promoting their continuous improvement through the application of the Bronze, Silver and Gold Seal, and is intended mainly for Public Administration entities.

The Usability and Accessibility Seal Kit is available at https://www.tic.gov.pt.

Nowadays, Usability and, more recently, User Experience are unavoidable concepts in the construction of any type of digital presence. The concern with user interaction, the minimization of their frustrations and creation of a pleasant navigation experience, are objectives that acquire particular relevance when applied to the digital presence of Public Administration bodies.

The Usability and Accessibility Seal is mainly intended for entities that are required to comply with Law no. 36/2011, of 21 June, which establishes the adoption of open standards in the State's computer systems, as a result of which the National Regulation of Digital Interoperability (RNID) was created. The last diploma to amend the legislation establishing the RNID (Law No. 36/2011, of 21 June and Resolution of the Council of Ministers No. 2/2018, of 5 January) was the Decree-Law No. 83/2018, of 19 October.

With the adoption of the Usability and Accessibility Seal, not only can public bodies provide better digital services, but they also take an important step to increase their use by citizens.
