Tool deployed to thrust innovation in Public Administration

The Innovation Culture Self-assessment Tool was launched, which aims to contribute to the development of innovation skills in employees, managers and Public Administration services. 
 
The Innovation Culture Self-assessment Tool has been collaboratively developed by a team of seven people from four entities and is made up of ten areas covering the whole management architecture of a public sector entity: strategy, leadership, people, structure, incentives, tools, risk management, networks and knowledge, public procurement and financing. 
 
Each of these areas is assessed through a set of evidences regarding the specific capabilities that are essential for a culture of innovation in the context of public management.
 
This measure, which integrates the Modern and Innovative Public Administration axis of the Simplex 20-21 programme, has the immediate objective of assessing the capacity of public entities to formulate and align an innovation strategy with the organisational strategy. After the self-assessment, an Innovation Capacity Improvement Plan will be drawn up, which will contribute to the development of innovation skills in employees, managers and services. 
 
The Innovation Culture Self-assessment Tool is aimed primarily at all direct and indirect administration entities in the State.
 
The Direção-Geral da Qualificação dos Trabalhadores em Funções Públicas (Directorate-General for the Qualification of Workers in Public Functions) (INA) will support the entities in this self-assessment exercise and will work together with each entity in the preparation of the Innovation Capacity Improvement Plan.
 
The application of this tool constitutes a mechanism for strengthening the culture of innovation, which aims to recognise, anticipate and deal with any challenges, with speed and the capacity to create value - a particularly relevant purpose at a time when the Public Administration is being asked to take an active part in the development of mobilising strategies and in the implementation of the measures necessary for the economic recovery and the strengthening of the country's social cohesion.
