Recovery and Resilience Plan in public consultation until March 1st

The Recovery and Resilience Plan (PRR) is available for public consultation until 1 March, before formal submission to the European Commission. The strategic document includes a set of structural reforms and projects in the areas of resilience, climate transition and digital transition. The total investment will be around 16 billion euros until 2026.

As part of the digital transition, the PRR plans to allocate 198 million euros to the redesign of public services, redesign of the most commonly used digital services and development of multi-channel service capacity.

The objectives are:

  • create a Single Digital Services Portal, i.e. a "Virtual Citizen Shop", which allows access to the main Public Administration services by citizens and businesses
  • create a Contact Centre with more digital means through which citizens and businesses can carry out public services
  • expand the network of Citizen Shops, Citizen Spots and Mobile Citizen Spots, to reach those who cannot access digital services.

The Agency for Administrative Modernisation (AMA) is in charge of implementing these projects.

The digital transition area also includes the qualification and rejuvenation of Public Administration human resources, the acquisition of 260,000 computers for students and teachers, the training of 800,000 people in digital skills and the promotion of digitalisation in companies.

The resilience dimension is more focused on people and the development of the territory. It encompasses projects such as the creation of dental offices in all health centres, the allocation of housing to families, the creation of jobs and the increase of the national minimum wage to 750 euros by 2023, among others.

And, finally, the climate transition component has an agenda focused on sustainability, decarbonisation and a greater commitment to clean and renewable energies. The acquisition of fleets of "green" public transport, the reduction of 40% of energy consumption in the Public Administration and the support to families living in energy poverty are some of the projects to be implemented.

The Recovery and Resilience Plan is part of the Portugal 2030 Strategy, framed within the European Union's Recovery and Resilience Mechanism. The EU thus aims to achieve the economic recovery of its member states, putting Europe back at the forefront of sustainability and technological innovation, for a more resilient future for European citizens.
