Renewal of the State of Emergency with more containment measures

The fourth State of Emergency will come into force from 00.00 on 24 November until 11.59 p.m. on 8 December and provides for: new travel bans between municipalities, day off before national holidays of 1 and 8 December, and suspension of teaching activities before national holidays of 1 and 8 December, and the division of municipalities into levels of risk.

After the approval of the renewal of the State of Emergency in the Parliament last Friday, 20 November, the Council of Ministers met again on Saturday to approve new measures to contain the COVID-19 pandemic.

Municipalities divided by risk levels

The new measures to combat COVID-19 will be implemented according to the epidemiological situation in each municipality. According to the criteria of the European Centre for Disease Prevention and Control (ECDC), four levels of severity of the pandemic have been distinguished: Extremely high, Very high, High and Moderate.

Measures for the whole mainland territory

The ban on travelling between municipalities will take place again on the next two extended weekends (between 11 p.m. on 27 November and 5 a.m. on 2 December; and between 11 p.m. on 4 December and 5 a.m. on 9 December).

On the eve of the holidays ( 30 November and 7 December), the Government will give a day off, appealing to the private sector to dismiss workers as well, and suspend the teaching activity. The wearing of masks will also become compulsory in the workplace.

In addition to the measures applied to the entire mainland, the municipalities of extremely high and very high risk have a set of additional measures in terms of a ban on circulation on the public streets, actions to monitor teleworking, and maintenance of establishment hours.
