Change the address on the Citizen card

If you have the PIN code of your Citizen Card or the Digital Mobile Key (CMD) enabled, you can easily and quickly change the address of your Citizen Card over the internet.

If you are unable to do the service online, scheduling for in-person service is recommended, either through the Siga scheduling portal and on the Siga app (Android/IOS) or by phone.

  • To change the address, you need either the Citizen Card, the corresponding PIN code and a card reader, or the PIN code of your CMD and the mobile phone associated

Who can Change the address on the Citizen card?

  • Any Portuguese citizen with a valid Citizen Card.
  • Any Brazilian citizen covered by the Porto Seguro Treaty, who holds a valid Citizen Card and is going to change the Card’s address for a new one, in Portugal.
  • If the person is younger than 12 years old, they can only request a change of address when accompanied by their legal representative, that is, the person who holds their parental powers. The legal representative shall have a valid identification document (Citizen Card, identification document, residence authorization or permit or a document of consular registration).

  • If the person is prohibited or disabled by insanity, they can only request a change of address when accompanied by their guardian or caregiver. This person shall have a valid identification document (Citizen Card, identification document, residence authorization or permit or a document of consular registration).

What are the documents and requirements to Change the address on the Citizen card?

  • Online:

    • Citizen Card, compatible card reader, software to use the Card.
    • Authentication PIN and address PIN of the Citizen Card.
    • Digital Mobile Key (only to make the request, as to confirm the address you must use the Citizen Card that is being altered).
    • State the new complete address.
  • On the location:
    • The new complete address.
    • Citizen Card.
    • Address confirmation letter, the one received after requesting the address change.
    • Authentication and address PIN codes of the Citizen Card.

What is the Price to Change the address on the Citizen card?

Online:

  • Free of charge.

On the location:

  • IRN's service counter: 3.00 €, to pay at the moment of the request
  • Espaços Cidadão (Citizen's Spot): free of charge.

Payment methods:

  • (certified or bank) cheque of a bank represented in Portugal
  • postal order to IRN, IP.

How can you Change the address on the Citizen card?

Through the ePortugal portal:

  1. Click on 'Change now' to register on the ePortugal's portal, with your Citizen Card or with the Digital Mobile Key.
  2. If the change of address is for a third party (for example, a minor child), you must select the option ''On behalf of a third party''. The Citizen Card to be inserted in the card reader will be that of the person making the order on behalf of a third party.
  3. Follow the instructions.
  4. State the new full address.
  5. Within five business days, you shall receive a letter, at the new address, to confirm this change. If the letter is sent to a foreign country, Azores or Madeira, it may take longer to arrive.
  6. When you receive the letter, you must confirm the new address within the term indicated on the letter. The address will be changed only after this confirmation.

Through the digital assistant of the ePortugal portal, Sigma:

  1. Ask and select the "Change the address on the Citizen Card" service.
  2. Select the "Perform here" option.
  3. Follow the instructions to change to the new address on the Citizen Card.

To confirm the address:

  1. Insert the Citizen Card on the card reader.
  2. Access the application autenticação.gov for desktop.
  3. Click on the page “Card” and then "Address".
  4. Insert the PIN code of the address (present on the PIN letter you’ve received when you picked up the Citizen Card).
  5. Click in “Confirm”.
  6. Insert the process number and the address confirmation code (present on the confirmation letter you’ve received after requesting the address change).
  7. Insert the Citizen Card authentication code (present on the PIN letter you’ve received when you picked up the Citizen Card).

This serves to confirm that the address is changed on the Card’s chip and, from that day, it is the address considered valid for the public entities: Health, Social Security, Finances and electoral registry (vote location).

If you do not receive the confirmation letter, you should contact the competent services, through the number 210 990 111 or by e-mail cartaodecidadao@irn.mj.pt.

On the location:

Before starting this request, make sure you know or hold the authentication and address PIN codes of your Citizen Card, as you will

need them (if you did not change them, they shall be on the letter you’ve received when you picked up your Citizen Card). If you’ve lost

the letter or forgot the codes, do as follows:

  • if you requested the Card before 16 april 2018, you must make a new Card in order to be appointed new codes
  • if you requested the Card after 16 april 2018, you must recover the PIN codes on a Citizen Card’s reception desk.

Only after you have the codes can you request the address change.

If you have or know the codes, do as follows to change the address:

  1. Go to a Citizen Card reception desk, state your new complete address;
  2. Within five business days, you shall receive a letter, at the new address, to confirm the change. If the letter is sent to a foreign country, Azores or Madeira, it may take longer to arrive;
  3. Go to a Citizen Card reception desk and take the letter with you to confirm the address change and the authentication and address PIN codes of your Card.

The address is changed on the Card’s ship only when you confirm it and, from that day, it is the address considered valid for the public entities: Health, Social Security, Finances and electoral registry (vote location).
