The voluntary social insurance scheme is an optional contributory scheme which aims to ensure the right to Segurança Social (Social Security) of individuals over 18 year old and able to work, who do not mandatorily fit into the social protection schemes.

Who can sign up for the voluntary social insurance?
The following individuals may apply, provided that they are 18 years old or older and able to work:
National citizens (including European Union’s citizens) and foreign or stateless citizens, who have been residing in Portugal for over a year
National citizens who exercise a professional activity on foreign territory and who are not covered by the international Segurança Social (Social Security’s) instruments to which Portugal is bound
Portuguese mariners and watchmen who exercise an activity on ships from foreign companies
Portuguese mariners who exercise an activity on board of ships of common fishing companies
Crewmen of ships registered on the International Registry of Madeira
Social volunteers who exercise a non-paid activity in favour of individual social solidarity institutions and entities which hold a fire department
Cooperation agents which comply with the conditions established on the correspondent articles, enter a contract to provide services within the cooperative’s relationships framework and are not included on a mandatory social protection scheme of another country
Research grantors which comply with the conditions established on the Research Grantor Charter and are not included on a mandatory social protection scheme
High-income athletes
Interns with internship contracts entered under the Decree-Law no. 66/2011 of 1 July
Young people covered by the Employment for Active Youth measure.
