The parking card or permit is issued to the disabled person, and can be used in any vehicle transporting him/her.
The card allows you to park in public spaces reserved for vehicles transporting people with disabilities.
It also allows you to park in other places, but only for short periods of time and when the parking is absolutely necessary.

What are the documents and requirements to request the parking card for disabled individuals?
To request at IMTonline, you will need one of these means of authentication:
- the Finance Portal credentials
- Citizen Card
- Digital Mobile Key.
Documentation required:
- Application 13-IMT
- Identification document*
- Multipurpose disability medical certificate certifying the condition of disabled person.
* If you have foreign nationality, present one of these documents:
- residence permit or card, temporary or permanent, issued by the Immigration and Borders Service (SEF)
- passport, together with study, work, temporary stay or residence visa, issued by a Portuguese consular office, SEF or other service of the Ministry of Foreign Affairs
- Portuguese Citizen Card or identity card for Brazilian citizens with the general equal status of rights and duties, foreseen in the Treaty of Friendship, Cooperation and Consultation between the Portuguese Republic and the Federative Republic of Brazil.

- At the Citizen Shops of Lisbon - Laranjeiras, you may request the card on the 'I Lost My Wallet Service', but only if you are going to process more than one document simultaneously.
How request the parking card for disabled individuals?
Online
- Sign in at IMT Online
- On the tab “Others”, choose the option “Parking Card for disabled individuals”
- Fill in the form and add the necessary documents
- The card will be sent by mail.
By mail
- Download and fill in the model form 13 IMT
- Add the necessary documents
- Send the request to the Regional IMT Directorate of your area of residence
- The card will be sent by mail.
In the form, write the following text on the “Request” field:
[state your name], hereby requests, accordingly to the provisions of article 6 of the Decree-Law no. 307/2003 of 10 December, with the amendment provided by Decree-Law no. 17/2011 of 27 January, by the Law no. 48/2017 of 7 July and by the Decree-Law no. 128/2017 of 9 October, the issue of a parking card for disabled individuals, therefore submitting the documents prescribed by law.
If the person for whom the card is requested cannot sign, the form may be signed by someone else.

If the person for whom the card is requested cannot sign or go to the service desk, the form may be signed or submitted by someone else.
This card allows to park a vehicles in the following places:
- Public parking sports reserved for vehicles which transport disabled individuals - These spots are identified with the authorized parking sign (H1A) and with the panel of vehicles with a disability sign (model 11 D)
- Other places - The card allows to park in other non-parking spaces, but only when it is absolutely necessary, for short periods of time and provided that it does not disturb the pedestrians and the circulation of the remaining vehicles.
