Who can Request a criminal record certificate of an individual?

  • If it is your own criminal record certificate

    Any individual over 16 years old.

  • If it is somebody else’s criminal record certificate

    Any duly authorized individual over 18 years old.

    • If it is the certificate of an individual over 18 years old, you must hold a written authorization from that individual to request it.
    • If it is the certificate of a minor (over 16 years old) or disabled individual, you must prove that you have the powers to request it.

    In these cases, the request may only be carried out in person.

  • WARNING: If you are a foreign citizen and would like to request or renew your residence permit, please be aware that you no longer need to request the criminal record certificate or the obstinacy declaration. The criminal record is consulted by the Portuguese Immigration and Borders Service (SEF), after you've given your authorization at the time of the application or renewal of the residence permit.

When can you Request a criminal record certificate of an individual?

Whenever you need an official document with data on your criminal background. The criminal record certificate contains data on:

  • the criminal convictions handed by Portuguese courts
  • the decisions of Portuguese courts which apply safety measures
  • the criminal decisions of foreign courts, communicated to Portugal under international agreements, concerning Portuguese citizens or foreign citizens living in Portugal.

    If it is your own certificate

    Bring with you:

    • your valid Citizen Card (or other identification document, such as the identity card or the passport)
    • your personal data necessary for the issuance of the certificate:
      • place of birth
      • date of birth
      • parentage
      • nationality.

    If it is the certificate of another individual over 18 years old

    Bring with you:

    • your valid Citizen Card (or other identification document, such as the identity card or the passport)
    • the valid Citizen Card (or other identification document, such as the identity card or the passport) of the individual for whom you shall request the certificate - alternatively, you may also bring a certified copy of this document, signed by the individual and with the written indication that this copy is only authorized for obtaining their criminal record certificate
    • a written statement signed by the individual for whom you shall request the certificate, with the following elements:
      • identification of the individual (name and Citizen Card’s number or number of other valid identification document)
      • your identification (name and Citizen Card’s number or number of other valid identification document)
      • the purpose of the certificate
      • the mention that authorizes you to request the certificate.

    If it is the certificate of a minor (over 16 years old) or disabled individual

    Bring with you:

    • your valid Citizen Card (or other valid identification document, such as the identity card or the passport)
    • the Citizen Card of the minor and/or disabled individual (or other valid identification document, such as the identity card or the passport)
    • a document which proves you are:
      • an ancestor of the minor (father/mother or grandmother/grandfather).
      • guardian or caregiver of the minor or disabled individual.
  • The personal data you provide shall be processed as established by law

    To request and issue a certificate, the following personal data shall be necessary:

    • full name
    • identification document’s number
    • place of birth
    • date of birth
    • parentage - that is, name of the mother(s) and father(s)
    • nationality.

    This data is essential to:

    • verify if the certificate is requested by someone who, pursuant to the law, may submit that request
    • issue the certificate.

    If the certificate is requested by an individual authorized by the record’s holder, the identification document of the record’s holder, or its copy, shall be necessary for the services to confirm the signature. The copy must:

    • have written “I exclusively authorize this copy for the issuance of my criminal record certificate”
    • be signed by the record’s holder.

    These copies may only be used to collect the record’s holder data and verify if the person who submitted the request is authorized to do so. The personal data shall be processed as established by law.

What is the Price to Request a criminal record certificate of an individual?

Each certificate request costs 5 €

The sending of the certificate by post to foreign countries costs 3.25 € (if you opt to receive it by email, the sending is free of charge).

The request is free of charge if the certificate is requested for:

  • the award of military medal/commemorative medal
  • the equality of rights status
  • the provision of services at the Armed Forces.

The requests submitted online on the Criminal Record Online portal must be paid through ATM or through your bank’s website (at “Payment of services”), with the reference provided during the request.

If there are any technical impediments, you will not receive the certificate at the moment

If there are any technical impediments regarding the individual’s identification or the data to be certified, the certificate shall be issued in three business days.

The certificate shall be delivered on the reception desk where you submitted the request, if it has been carried out at a court or at one of the criminal identification services’ reception desks. If the request has been carried out on another reception desk, the certificate shall be sent to your address.

How can you Request a criminal record certificate of an individual?

The Portuguese criminal record certificate is authenticated by the authentication code therein and may be issued:

The paper version issued on a reception desk is exactly the same as the one issued online and has the same legal value. Therefore, if a certificate obtained online is printed, it has the same value than the certificate requested on a reception desk. 

To verify if a certificate - electronic or paper version - is authentic, you should:

  1. Access the Criminal Record Online portal.
  2. Select “Consult the Certificate”.
  3. Insert the certificate code.

Request the certificate online

The online requests may only be carried out by the holder, signing in with the citizen card (with PIN code and card reader) or with a Digital Mobile Key.

  1. Access the page Criminal Record Certificate.
  2. Choose the option “Request the certificate”.
  3. Sign in and follow the instructions that appear on the screen.
  4. Make the payment, using the multibanco reference  provided during the request.
  5. After its issuance, the certificate is valid for three months and may be consulted:

As a rule, the certificate is issued after the payment, however:

  • if there are any technical impediments regarding the individual’s identification or the data to be certified, it shall be issued in three business days
  • if, during these three business days, the services need to request any clarification, the certificate shall only be issued after this clarification has been provided.

When the certificate is available on your reserved area, you shall receive a notification by email.

Request the certificate on the location

  1. Go to a reception desk.
  2. The certificate is issued on paper and valid for 3 months. Besides the paper certificate, you may give the access code on the certificate to any individual or entity so they may consult it online on the page consult a criminal record certificate.

By email or post (only for citizens living abroad)
