Who can Request the solidarity supplement for the elderly?

The elderly with low income over 66 years old and residing in Portugal for, at least, 5 months.

Conditions to be entitled to the social supplement for the elderly

  1. Have income lower to the CSI’s limit-value.
  • If you are married or have a non-marital relationship for more than 2 years

The couple’s income must be lower or equal to 9202.60€ per year and the income of the individual who requests the CSI must be lower or equal to 5258.63€ per year.

  • If you are not married or have a non-marital relationship for more than 2 years

Your income must be lower or equal to 5258.63€ per year.

  1. Reside in Portugal for, at least, 6 consecutive years at the date when you submit the request.
  2. Receive one of the following pensions:
  • old-age pension, social old-age pensions or survivor’s pension
  • general disability pension or special disability pension from the special scheme of disability protection - provided that the pensioner is not the holder of a social instalment for inclusion
  1. Not have access to the social pension due to income above the limit-value of 174.30€ (40% of the IAS), in the case of an individual, or of 261.45€ (60% of the IAS), in the case of a couple.
  2. Authorize the Social Security to access your tax and banking data (both of the individual submitting the request and of the individual to whom they are married or have a non-marital relationship).
  3. Be available to request other social security supports to which you are entitled and request the payment of the maintenance allowances due (both of the individual submitting the request and of the individual to whom they are married or have a non-marital relationship).

You must always submit:

Documents

The forms are available at the Social Security’s website and service desks.

  • Copy of the following documents of the elderly individual to whom you are married/have a non-marital relationship:
    • an identification document (Citizen Card or identity document, passport, civil registry certificate, birth certificate or passport + taxpayer card)
    • social security identification card (if you do not hold a Citizen Card) or the pensioner card from Social Security or from other national or foreign protection system.
  • If you are a Portuguese citizen or from another European Union country, a certificate from the parish council, proving you have been residing in Portugal for, at least, 6 years.
  • If you are from a country outside of the European Union, a residence permit or other title provided by law or a certificate from the parish council, proving you have been residing in Portugal for, at least, 6 years.
  • If your last job has been abroad, a document which proves the date in which you started receiving the retirement pension in the country.
  • If you own real estate (houses, lands, buildings) besides your residence, you may have to submit the updated Land Description or the matrix certificate, issued by the Finances and a copy of the document which proves the property’s acquisition.
  • If you have bank accounts, saving accounts, treasury bonds, shares or other assets, you may submit documents proving the value of your assets (issued by the Banks and other competent institutions).
  • If you receive pensions, supplements or allowances from other entities besides Social Security, you may have to submit proof documents of the amounts received.

How can you Request the solidarity supplement for the elderly?

Go to a Social Security service and submit the request. To do so, you will need to submit some forms and documents.

If you prefer, you may schedule a date to be assisted at the Social Security.

The Social Security will answer you within a month, after receiving all of the documents and forms dully filled in.
