Measures announced for new general containment

The Government announced a set of measures for the new State of Emergency which will be in force between midnight on 15 January and 11:59 p.m. on 30 January. The rule is to stay at home, but public services operate by appointment, schools and courts remain open, as well as supermarkets, pharmacies and medical offices.

The measures of the new general confinement are very similar to the regime that took place in March and April at the beginning of the COVID-19 pandemic. Supply chains for essential goods and services are assured.

The following rules have been decreed:

  • general duty to stay at home (except authorized travel)
  • mandatory confinement for persons with COVID-19 or under active surveillance
  • mandatory teleworking scheme
  • early voting for electors in mandatory confinement, including residential homes
  • closure of establishments with cultural, leisure, sports and spa activities
  • suspension of retail and service activities
  • catering and similar establishments may only operate for home delivery or take-away
  • provision of public services in person by appointment only
  • fairs and markets in operation for food sales only
  • prohibition of celebrations and events, with the exception of religious ceremonies
  • events in the context of the election campaign and the election for President of the Republic are allowed.

In addition to these measures, the Council of Ministers has decided to aggravate the system of administrative offences relating to failure to comply with teleworking and failure to carry out a COVID-19 test on arrival at airports (fine of 300€ to 800€). The fines are doubled during the new State of Emergency.
