State of Emergency: new municipalities covered and business limitations
Following approval of the set of measures of the new State of Emergency, which came into force on 9 November, the Council of Ministers updated the list of municipalities at high risk of transmission of COVID-19, in the biweekly reassessment.

The remaining 114 municipalities remain.
New limitations to trade
As regards trade in high-risk municipalities, further changes have also been decreed. The following measures will apply over the next two weekends (14 and 15 November and 21 and 22 November):
- Opening of shops from 8 a.m. and closing at 1 p.m;
- Establishments which opened before 8 a.m. may continue to do so;
- From 1 p.m., restaurants can only operate through take away.
Establishments allowed to operate from 1 p.m:
- Pharmacies;
- Clinics and offices;
- Establishments for the sale of food products with a door to the street up to 200 m2;
- Gas stations.
