Training professional for operator of agriculture machinery - Provision of temporary or occasional services in Portugal

To provide temporary and occasional services in Portugal as a trainer for operators of agricultural machinery, you must first apply for the freedom to provide services. The relevant authority for recognising professional qualifications is the Directorate-General for Agriculture and Rural Development (DGADR).

Applications may be made by a legally established professional who is a national of a European Union (EU) Member State, or a country in the European Economic Area (EEA) or Switzerland.

If neither the profession nor the training is regulated in the Member State of establishment, applicants are required to have worked as a trainer for at least 2 years during the previous 10 years.

Applications may be submitted online via the ePortugal portal and are examined by the Directorate-General for Agriculture and Rural Development (DGADR).

The time it takes for permits to be issued varies from 1 to 4 months, depending on whether additional documents or clarifications are needed. Should there be no reply from the relevant authority after 4 months, it is tacitly accepted that the applicant may provide services.

Before completing the form, please consult the European Commission’s regulated professions database to find your profession(s) in the language of the Member State(s) in which you are established, or in English, Spanish, French or German. This information will be required to complete the form.

The procedure is as follows:

  1. Submitting the form:
    • Click on the PERFORM SERVICE button
    • Log in using a valid means of electronic identification (Digital Mobile Key or Portuguese Citizen Card)
    • Complete the online form and attach the documents
    • Submit your application.
  2. DGADR will reply within 1 month, either granting authorisation to provide services or informing the applicant that they do not meet the requirements.
  3. The applicant has 1 month to resolve any issues identified with the application that need correcting or putting in order. Once the application has been resubmitted, the relevant authority has 2 months to issue a new decision.

DGADR’s decision on the application, whether express or tacit, is valid throughout Portuguese territory.
