This service is to inform the Assay Office of your intention to take part in national fairs on an occasional basis, i.e. for a period of 30 days or fewer per year.

It is for licensed national or European Union (EU) / European Economic Area (EEA) economic operators.

  • If you are a licensed Portuguese economic operator, please complete the field for the licence number on the form. 

    If you are an economic operator from another Member State or the EEA, please provide proof of legal establishment in your country of origin.

How can you Contrastaria - Communicate your participation in fairs?

Economic operators are asked to inform the Assay Office of the date on which the fair is to be held 15 days in advance. 

The communication should be sent as follows:

  1. Operators should enter their identification details on the website.
  2. Complete the form.
  3. Select the option ‘Take part in a fair’.
  4. State which type of operator you are (Portuguese, EU or EEA).
  5. Communicate the dates and venue of the fair. 
  6. If you are an EU or EEA operator, please indicate your country of origin.
  7. Attach a document confirming that you are legally established in the country where you carry out your business.

Note: If you are a Portuguese economic operator, the procedure ends at step 5.

Grounds for refusal

Request/communication submitted after the deadline – Operators that do not provide the necessary communication within the prescribed deadline or hold exhibitions for a period exceeding 30 days are committing a very serious administrative offence.

Ways of challenging a decision / Complaints to the Ombudsman

Complaints

  • You can lodge a complaint with the department that issued the decision within 15 days of being notified of that decision.
  • The authority has 30 days to reply to your complaint. Should this involve a complaint required for procedural purposes, and where no decision has been made within the time limit, the operator submitting the complaint may employ suitable legal means to seek a favourable decision.

It should be noted that when the complaint is required for subsequent submission in an administrative court dispute, the effects of the decision issued are suspended.

In the case of an optional complaint, suspension shall only take effect if the competent body considers that its immediate enforcement would cause damage that is irreparable or difficult to redress for the operator submitting the complaint and if such a suspension would not cause greater harm to the public interest.

Obligations

Economic operators are required to have a licence registered with the Assay Office or provide proof that they are legally established in another Member State.
