Applying for authorisation to market official means of identification for bovine, ovine and caprine animals

Companies and organisations seeking to market official means of identification for bovine, ovine and caprine animals require authorisation from the National Authority for Animal Health (Direção Geral de Alimentação e Veterinária, DGAV).

Official means of identification are devices used to identify livestock, such as eartags (whether electronic or non-electronic) and ruminal boluses, and are provided for in Council Regulation (EU) No 21/2004.

Procedure and requirements

Documentos and requirements

  • Evidence from the International Committee for Animal Recording (ICAR) – document issued by ICAR for the means of identification, attesting that the means of identification has been approved and properly tested.
  • Quality assurance certificate – document proving compliance with the standards of series NP EN ISO 9000.
  • Brief description of the means of identification – in accordance with the procedure of the standards for authorising the marketing of official means of identification for bovine animals and small ruminants.
  • Product samples – at least 10, sent by post to the DGAV’s Animal Identification, Registration and Movement Division.

Procedure

  • a lawyer, solicitor or notary’s Digital Certificate.

Once you have your chosen means of authentication to hand, follow these steps:

  1. Click on the ‘Access the service’ button on this page
  2. Complete the online form and attach the necessary documents
  3. Submit your application
  4. Send samples of the product you wish to market by indicating the reference number assigned to you when you have submitted the form.

Examination of the application

  • The form and documents will be examined by the DGAV.
  • The DGAV will notify the applicant of its decision by email.

Time of issue/decision

A decision on your application must be made within 30 working days of its submission.

The DGAV also has 30 working days to complete the procedure.

These time limits are suspended whenever a request for clarification or further documentation is made.

How much

Free of charge.

Validity

The authorisation remains valid for as long as the conditions for obtaining it are met.

Decree-Law No 142/2006 of 27 July, as amended, establishing the National Animal Information and Registration System (SNIRA), which lays down the rules governing the identification, registration and circulation of bovine, ovine, caprine, porcine and equine animals, the legal framework for assembly centres, traders and transporters, and the rules governing the functioning of the system for collecting carcasses from holdings (SIRCA), repealing Decree-Law No 338/89 of 24 August.
