Requesting an inspection of fuel storage facilities

The purpose of an inspection of fuel storage facilities is to verify that the design of the facilities complies with the approved conditions and requirements.

You must attach the following documents to the form:

  • declaration of consent (in PDF format) when the requester is not the owner of the facility;
  • fuel storage facility plan approved by the National Authority for Emergency and Civil Protection (ANEPC).

Requesting an inspection

Once you have your chosen means of authentication to hand, follow the steps below.

  1. Click on ‘Access the service’ on this page and sign in.
  2. Fill in the ‘Request an inspection of a fuel storage facility’ form.
  3. Attach all the necessary documents.
  4. Click on ‘Submit’.

After receiving the application, the ANEPC schedules an inspection with the requester by sending a specific notification to that effect.

If you ask for the inspection to be rescheduled and then it does not take place due to reasons under your own responsibility, your inspection request will be cancelled. You will then have to make a new request.

After the inspection has been carried out

Once the inspection has been carried out, the ANEPC will provide:

  • a positive decision; or
  • a provisional negative decision, outlining the facts and the legal rules used as a basis for examining the application and coming to that provisional decision.
  • A period (of at least 10 working days) for any stakeholders to be consulted or heard starts from the date when the provisional negative decision is issued. If there are any further documents or clarifications that might allow the ANEPC to change its opinion, you must submit these before the deadline.
  • After this deadline, you will receive a notification of the decision by email and in your restricted area on ePortugal.

If the ANEPC does not make a decision on your application within the legal deadline, or if you do not agree with the decision it has taken, you can use the electronic Livro Amarelo [public administration complaints book].

Time of issue/decision

The legal deadline for responding to a request for inspection of a fuel storage facility is:

  • 20 working days – if the request is made by the licensing body;
  • 60 working days – if the request is made by a private individual.

These deadlines may be extended under exceptional circumstances.

Reasons for refusal

  • Incorrectly completed request – failure to provide a particular form, document or other kind of information, submission of documents that are out of date or have expired, or of documents of no value.
  • Request submitted by unauthorised person (without the legal capacity to submit the request).
  • Rescheduled request – after being rescheduled once and the inspection not taking place for reasons attributable to the requester.
