Review of a decision on a request for a subsidy for Cinematographic and Audiovisual Productions

The subsidy for cinematographic and audiovisual productions with cultural and promotional importance and taking of international footage for Portugal is a non-repayable support scheme, subject to fulfilment of certain cultural and cinematographic/audiovisual requirements, indexed to production expenditure in Portugal and compatible with European Union standards in this area.

This service consists of a request for a review of a decision already taken on the awarding of such a subsidy.

What is required?

There must be significant changes to the project or to the way in which the project is carried out as compared to the information initially entered in the application form and communicated in the documents that were sent and accepted, pursuant to Article 12 of the Subsidy Regulation.

Depending on the nature of the review request, one or several of the documents mentioned below will need to be attached to the request. For example, if you want to submit a review on the basis of change to the budget of the project, you will need to attach the new budget, as described in point a)(v). To give another example, if the basis for the review is a change in the director, you will need to submit the new contract signed with that director or those directors.

Administrative documents:

  • copyright agreements or copyright holder licence agreements;
  • contract signed with the director or directors;
  • coproduction contract or contracts, where applicable;
  • contract between the foreign producer and the local executive producer, in the case of a foreign production;
  • budget and estimated breakdown of expenditure by producer, by territory and by heading;
  • indication of nationality and the expected amounts of fees or payments to be received by authors, producers, actors and technicians, and by all professional individuals and companies hired in Portugal whose participation has an impact on the project score under Article 5 of the Subsidy Regulation;
  • project financing plan;
  • contracts or decisions proving the funding obtained or expected;
  • plan for the distribution or broadcasting of the production and any relevant contracts signed in that regard, if applicable.

Documents relating to the content of the project:

  • script or screenplay;
  • treatment of the material in the case of documentaries;
  • notes of intent or explanations from the director and/or producer.

The documents mentioned above must be sent in the original Portuguese version or, in the case of a project in a foreign language, in one of the following languages: English, French or Spanish.

The contracts or documents mentioned above must be in Portuguese or, if the originals are in a foreign language, in English, French or Spanish.

Procedure

The request for a review of a decision to accept/award the subsidy for cinematographic and audiovisual productions is made through the Tourism and Cinema Support Fund.
The applicant is notified of the terms of the review of the decision to accept or refuse the awarding of the subsidy.

Time of issue/decision

20 days. This time period may be extended when necessary documents or clarifications are requested.
