Registration Services with limited face-to-face service

Due to the State of Emergency in force until 14 February, the services of the Instituto dos Registos e Notariado (Institute for Registries and Notary Affairs) (IRN) continue to provide face-to-face service for some essential services, by appointment. Whenever possible, the online service channel should be preferred.

The services considered essential are the following: 

  • Registers
  • death registries
  • marriages and wills in which there is imminent danger of death
  • birth records of new-born children.

Civil identification

  • Citizen Card request for new-borns
  • urgent or extremely urgent request for a first Citizen Card
  • urgent or extremely urgent request for renewal of the Citizen Card by citizens under 25 years old 
  • request and collection of the provisional Citizen Card 
  • collection of Citizen Card and Passport requested as urgent or extremely urgent
  • the allocation of new personal codes (PINs), in emergency situations, notably by health professionals 
  • priority changes for extremely urgent as an alternative to requesting a provisional Citizen Card.

The appointment for personal service should be made directly with the IRN services, preferably by email. The appointment can also be made online, through the IRN scheduling platform, or through the Registration Line - 211 950 500 and the Citizen Card Line - 210 990 111.
