Working in and operating a medical and veterinary care centre (CAMV)
To open a veterinary practice, clinic or hospital you must first register with the Directorate-General for Food and Veterinary Matters (DGAV).

Veterinary practice
You must provide a prior declaration.
Please complete the online prior declaration form stating your intention to open a practice, indicating:
- your name or company name and other details identifying the applicant
- address or registered office
- tax or legal person identification number
- location of the practice and its name
- identification of the clinical director, as well as a reference to their duties at any another CAMV, where applicable
- description of the activities to be provided.
Please attach the following documents to the form:
- Declaration of Responsibility signed by the applicant, stating that the said applicant satisfies the conditions and requirements provided for in Articles 5 to 16 of Decree-Law No 184/2009 and in other applicable laws and regulations
- floor plan and descriptive document of the practice
- proof of payment of the fee
- document issued by the Veterinary Association (OMV) certifying the accreditation of the Clinical Director.
Veterinary clinic or hospital
You must apply for authorisation.
Please complete the online prior authorisation form stating your intention to open a veterinary clinic or hospital, indicating:
- your name or company name and other details identifying the applicant
- address or registered office
- tax or legal person identification number
- the location of the clinic or hospital and its name
- identification of the clinical director, as well as a reference to their duties at any another CAMV, where applicable
- the classification requested for the clinic or hospital in accordance with Decree-Law No 184/2009.
Please attach the following documents to the form:
- for entities subject to commercial register, a copy of the extract from the commercial register or the code providing access to the permanent extract from the commercial register
- copy of the licence to use the premises where the clinic or hospital is to operate
- functional programme, descriptive document and floor plan of the clinic or hospital
- draft rules of internal procedure, where appropriate
- proof of payment of the fee
- document issued by the Veterinary Association (OMV) certifying the accreditation of the Clinical Director.
