Submitting the annual notification of information on activity involving drug precursor chemicals
If you produce, manufacture, transform or store drug precursor chemicals (SB1) in categories 1, 2 or 3, you must notify the Directorate-General for Economic Activities (DGAE) every year (between 1 January and 31 March) with regard to your activity in the previous year and the forecast for the following year.
You must state what the substances were used for in the previous year and the quantities you plan to produce, manufacture, process or store in the following year.
Drug precursor chemicals are different substances that can be used legitimately (e.g. in the chemical industry), but require special care because they can also be used in the illicit production of narcotics or psychotropic substances.
The notification of activity involving these substances can be submitted online and is free of charge.

Who must submit a notification?
All persons and entities operating with drug precursor chemicals in categories 1, 2 or 3. Notifications must be submitted by:
- the person applying the licence, in the case of category 1 substances;
- the person responsible for registering the operator, in the case of category 2 and 3 substances.
The notification must be submitted by 31 March each year
If you fail to do so, the licence or registration allowing you to operate with these substances may be suspended or revoked (cancelled).
You must provide the following information in the activity reporting form:
- the amount of each substance you produced, transformed and/or stored in the previous year;
- the intended uses of the substances;
- the amounts of each substance you expect to produce, transform and/or store that year.
You must also attach a declaration to the form, stating that the information provided in the form is true.
Procedure
You will need to sign in using one of the following:
- your Citizen Card;
- Digital Mobile Key (CMD);
- a lawyer, solicitor or notary’s digital certificate.
Once you have your chosen means of signing in ready, follow the steps below.
- click on ‘Access the service’.
- Complete the form for notifying your activity in the previous year.
- Attach the declaration stating that the information provided in the form is true.
- If someone else is filling in the form on behalf of the business owner, they must provide on the form the access code for the online power of attorney (obtain power of attorney online).
- Click ‘Submeter’ [‘Submit’].
The information you provide in the activity notification will be sent by the DGAE to the following entities:
- General Directorate for Intervention on Addictive Behaviours and Dependencies (SICAD);
- Economic and Food Safety Authority (ASAE).
